تتبلور فكرة البحث حول التوصل لنوع العلاقة التي تربط التعليم الالكتروني خلال جائحة كورونا برفع المهارات التكنولوجية للأساتذة والطلاب، وتبرز أهمية البحث في ان نجاح الوصول لهذه العلاقة يمكن الإفادة منها في تغيير منهجية تطوير المهارات التكنولوجية مستقبلا وذلك باعتماد الجوانب التطبيقية الفعلية بدلا من الدورات وورش العمل والتي قد لا تضاهي الطريقة العملية في رفع مستوى المهارات المختلفة سواء التدريسية او التكنو

من المتفق عليه أن هناك طريقا واحدا لنشر الثقافة والقضاء على الجهل هو التعليم .ولعل أبرز ماشهدته مدينة بغداد من تطور هو ظهور المدر سة ومن ثم إنتشارها بشكل كبير وفق المفهوم الحديث مما أثرفي عموم الحياة اليومية ، ومن ضمنها التعليم العالي .إن الإستقرار من أهم ماتحتاجه الجامعة للقيام بواجباتها ولايأتي الإستقرار إلا بالإستقرار الذي يضمن لنا أن تكون الجامعة بعيدة عن ما قد يستجد من الأهواء و النزاعات.

مشكلة البحث واهميته :-

    تنبع مشكلة البحث الحالي من الآثار الاجتماعية سواء أكان على مستوى الفرد أم المجتمع . أذ العزوف عن الزواج مشكلة اجتماعية بل انها مشكلة حقيقية , فهناك عزوف من الشباب عن الزواج وقد اصبح العدد كبيرا في السنوات الأخيرة  وقد بينت إحصائية متخصصة بأن عدد العازفين عن الزواج يقدر بأكثر من مليون شاب وشابة (2-2ص³) . وهذا يعود لأسباب عديدة فقد يكون العامل الاقتصاد

 This study investigated three aims for the extent of effectiveness of the two systems in educational development of educators. To achieve this, statistical analysis was performed between the two groups that consisted of (26) participants of the electronic teaching method and (38) participants who underwent teaching by the conventional electronic lecture. The results indicated the effectiveness of the “electronic teaching method” and the “electronic lecture method” for learning of the participants in educational development.
