The study, and for the purpose of data and information related to that, it relied on the descriptive analytical method, and it was used The questionnaire to explore the opinions of the research sample, which consisted of (General Director, Associate Director General, Department Manager, Associate Department Director, Division Officer, Unit Officer), which numbered (69) individuals, and then analyzed the results of the research sample’s answers through the (SPSS) program and according to the Statistical methods, and the research reached a number of results, most notably: There is a weakness in the training programs to train employees and develop their skills to understand risk management.
The problem of the research is that some companies lack the mechanisms and policies that to enhance the loyalty of these valuable resources, which led to difficulties in generating knowledge, producing, storing, investing and investing information to achieve a sustainable competitive advantage. The two parameters (α, λ), (Scale parameters and Shape parameters) are estimated by LSE, WLSE and the Best Estimator’s for various samples sizes are used to find the ratio of true mean time to a pre-determined, and are used to find the smallest possible sample size required to ensure the producer’s risks, with a pre-fixed probability (1 - P*).
