تقويـم أداء المصـارف بموجب معاييـر CAMELS

الهدف الرئيسي للرقابة المصرفية هو التأكد من وجود نظام سليم قادر على تلبية احتياجات التنمية الاقتصادية في أطار القوانين والتعليمات التي تحكم عمل المصارف ، ويتطلب تحقيق مبدأ السلامة المصرفية أن يتمتع كل مصرف بالقدرة والكفاءة الإدارية التي تمكنه من إدارة موجوداته ومطلوباته بكفاءة والقيام بدوره مع تمتعه بالكفاءة المالية والقدرة على مقابلة متطلبات كفاية رأس المال والسيولة وتحقيق قدر مناسب من الربحية ، وعليه استخدمت العديد من المعايير الرقابية لقياس مدى سلامة الأداء المصرفي كمؤشرات لتقويم أداء المصارف لاكتشاف أوجه الخلل المالي في أدائها بوقت مبكر حتى لاتتعرض لمشاكل مالية عاصفة تؤدي إلى انهيارها .

ومن أهم هذه المعايير هي مقررات بازل I و IIونظام تقويم المصارف وفقاً للمؤشرات الناتجة عن عمليات الفحص الميداني يطلق عليها CAMELS واستخدام مؤشرات الاقتصاد الكلي. وتنبع أهمية المؤشرات الدولية الحديثة لتقويم أداء المصارف من كونها أدوات تقويم دائمة ومستمرة للتوجيه والإنذار والتحذير لمتخذي القرار وواضعي السياسات لاحتمال التعرض لأزمات ، والتعريف باحتمال حدوث ما يلزم من سياسات وإجراءات وقائية أو مانعة لوقوع الأزمات.
