The research attempts to diagnose the level of the effect of human resources flexibility (employees skills flexibility, employees behaviors flexibility, and human resource practice flexibility) in the south al-rusafa directorate of a power station one of the formations and the Ministry of Electricity, and impact of a range of variables related to the performance operational, namely, (efficiency, effectiveness)recognizing the importance of the subjects studied,& because of the importance of expected results of the field under consideration,researcher selected a sample of size (121) engineers and technicians of workers in the directorate. Was my hypotheses the major search of a relationship and impact between human resources flexibility and operational performance, conducted the analysis depending on the number of statistical tools to validate these hypotheses, including the correlation coefficient rank (Spearman) and method (Structural Equation Modeling)to determine the relations of influence, the research results indicate that the the three dimensions of human resources flexibility have a positive impact on operational performance and this is what supports the statistical formulation of the research assumptions.the search recommends that the directorate should aware & the focus of the research sample which show the interest of human resource flexibility ( employees skills, employees behaviors, and human resource practice), which considers (the black box) for strategy human resources management, to improvement achieve efficiency and effectiveness in the operational performance of the work of the directorate by increasing the operating hours.

In this paper, two new simple, fast and efficient block matching algorithms are introduced, both methods begins blocks matching process from the image center block and moves across the blocks toward image boundaries. With each block, its motion vector is initialized using linear prediction that depending on the motion vectors of its neighbor blocks that are already scanned and their motion vectors are assessed. Also, a hybrid mechanism is introduced, it depends on mixing the proposed two predictive mechanisms with Exhaustive Search (ES) mechanism in order to gain matching accuracy near or similar to ES but with Search Time ST less than 80% of the ES. Different factors were studied such as composite loading 1, 1.5 and 2.5 g, temperature 25 oC, 30 oC and 40 oC and reaction time 30, 45 and 60 minutes. The optimum condition is obtained by using Tauguchi experiential design for oxidation desulfurization of model fuel. the highest percent sulfur removal is about 33 at optimum conditions.
