The research attempts to diagnose the level of the effect of human resources flexibility (employees skills flexibility, employees behaviors flexibility, and human resource practice flexibility) in the south al-rusafa directorate of a power station one of the formations and the Ministry of Electricity, and impact of a range of variables related to the performance operational, namely, (efficiency, effectiveness)recognizing the importance of the subjects studied,& because of the importance of expected results of the field under consideration,researcher selected a sample of size (121) engineers and technicians of workers in the directorate. Was my hypotheses the major search of a relationship and impact between human resources flexibility and operational performance, conducted the analysis depending on the number of statistical tools to validate these hypotheses, including the correlation coefficient rank (Spearman) and method (Structural Equation Modeling)to determine the relations of influence, the research results indicate that the the three dimensions of human resources flexibility have a positive impact on operational performance and this is what supports the statistical formulation of the research assumptions.the search recommends that the directorate should aware & the focus of the research sample which show the interest of human resource flexibility ( employees skills, employees behaviors, and human resource practice), which considers (the black box) for strategy human resources management, to improvement achieve efficiency and effectiveness in the operational performance of the work of the directorate by increasing the operating hours.

Different ranges of shot peening time (STP) and critical points of slenderness ratio which is between the long and intermediate columns, as input factors, were used to obtain their influences on the fatigue life and hardness, as main responses. In this study, a preliminary economic feasibility study of the project of wind power at the site of Al-Shehabi (Wasit-Iraq) was conducted using measured wind data at altitudes of 10, 30, 50 and 52 m per 10 minutes. For the purpose of comparison, data from NASA were used at the same location at 50 m height. The lowest unit cost of electricity from wind energy was found to be 0.028 $/Kwh and 0.0399 $/Kwh by using the standard methodologies of Levelized Cost of Energy (LCOE) equation and Net Present Value (NPV) procedure, respectively.
