Translating poetry is considered one of the most complicated types of translations. It
encounters many difficulties, the most important of which is the question of possibility or
impossibility of translating poetry. So, it is better to start by asking the following question: is
the translation of poetry possible? Or is it impossible? It is definitely a rhetorical question
because translation is as old as the presence of translated texts, which fills the shelves of
libraries. One can ask despite these difficulties, who would discourage people of the world
from translating poetry merely because it is fundamentally impossible? (Mann, 1970: 211)

In Iraq, more than 1031 school projects have been halted due to disputes and claims resulting from financial, contractual, or other issues. This research aims to identify, prioritize, and allocate the most critical risk factors that threaten these projects’ success for the duration (2017-2022). Based on a multi-step methodology developed through systematic literature reviews, realistic case studies, and semi-structured interviews, 47 risk factors were identified. The study focuses on the problem that Iraq is approaching an increasing rate of literacy;the available data refers to a rate of (18% -19%). In addition to the fact that the generalcurrent role of the programs directed to literacy is not actually effective enough to limit the expansion of this rate.

The importance of this study highlights the fact that the Iraqi universities are an important tributary among the tributaries of human development, especially in spreading the education of the voluntary work in literacy field and confirming the connection between the students and their society and their role in solving one of the prominent challenges that face the development, i.e., literacy.
