Sovereign wealth funds have attracted the attention of the governments of the oil and non-oil countries alike, with a variation of the size of those funds to those states, based on the size of the financial surpluses resulting from Alriadat oil or foreign reserves, or state revenues for other sovereign assets. Raj use these funds remarkably during the financial crises the world has seen, including the crisis of 2008-2007., And Iraq is a oil-producing countries, which has the third largest reserves of crude oil (Crude Oil) at the level of the Arab world and of 140 300)) million barrels after Saudi Saudi Arabia and the Islamic Republic of Iran, and the fourth reserves of crude oil in the world after issued Venezuela to the reserve

   To investigate the research objectives, the researchers put the following hypothesis:

There was no statistically significant difference at the level of (0.05) between the average score of the students of the experimental group who studied the language of rhetoric according to model of learning method, and the average score of the students of the control group who studied the same article in the traditional way acquiring rhetorical concept.    The researchers relied on the experimental design with the partial setting of the post-test, which depends on the experimental group that is taught using the model of the learning method, and the control group taught using the traditional method.   

The aimes of this study is to investigate Optimism and Pessimism among university undergraduates including the first and fourth stage students ,the sample of this stoudy contained (326) students ,(166) male and (160) female, The researcher adopted a scale of Dember et al (1889) translated and adjusted  to arabic version by Al-Dosoke (2001). The results have shown that   students have  optimism including the first and fourth stage and no significant difference between the students  as far as ncluding the first and fourth  study stage and gender, Implications of the results and recommendations for further research are discussed.
