الطفولة في العراق بين جهود التنمية وتحديـــات الوضــــع الراهــن قســم الخدمـة الاجتماعيـة

      اهتمت المجتمعات العالمية في الآونة الأخير بفئة الأطفال ، ورعاية الطفولة وذلك لما لها من أهمية كبيرة في مستقبل المجتمع ، وتنميتة وتقدمه . لأنها يعتمد عليها في تقدم وتطور المجتمع فـي جميع المجالات الاقتصادية والاجتماعية والثقافية . ومن هنا ارتبطت الطفولة بالحياة برباط عضوي فالأطفال براعم الحياة ومع هذه البراعم تستمر الحياة لذلك اهتمت دول العالم بوضع البرامج وعقد المؤتمرات من اجل النهوض بالطفولة وحمايتها ، فمنذ عام ( 1924 ) صدر إعلان جنيف عن حقوق الطفل ، ثم كان للطفل حضوره في الإعلان العالمي لحقوق الإنسان عام ( 1948 ) ، وتظهر مراجعة سريعة لتقارير التنمية البشرية ، والمنظمات الدولية نجد ان الطفل حاضرا" في معظم مؤشراتها مثل معدل وفيات الأطفال الرضع ، تعليم الأطفال فضلا" عن ذلك نجد أن الأطفال ذو حضورا" في مؤشرات أخرى كاليتم والتشرد .

      ومع كل هذا الاهتمام والتركيز نجد أن أحوال الطفل في كثير من البلدان وخاصة التي تعاني من أثار الحروب والأزمات تتدنى إلى حد كبير وان الخدمات الصحية والتعليمية والرعاية الاجتماعية ، وغيرها قد أصبحت شبه معطلة أو محدودة .

      ويصف تقرير التنمية البشرية لعام ( 2003 ) أوضاع الطفولة في المجتمع العراقي ، والتحديات إلي تواجهها ، ففي ظروف الحروب والأزمات وما بعدها الأطفال هم الضحايا الأكثر مأسوية ومعاناة من الفئات الأخرى ، وان هذه الظروف والتحديات سواء كانت اجتماعية أو صحية أو اقتصادية أوتربوية أن لم تؤخذ في نظر الاعتبار فأن الكلفة الاجتماعية ستكون باهظة في المستقبل وربما تسهم في أثاره العنف والتمرد على القانون ، فالأطفال الذين يتعرضون لمثل هذه التحديات يكونون اقل قدرة على التكامل والاندماج في مواجهة العقبات والضغوط الاجتماعية واقل مساهمة في عملية التنمية البشرية .

      في هذه الدراسة المختصرة نحاول ان نتناول قضايا متعددة تخص الطفولة العراقية ، وتحديات الوضع الراهن وشملت هذه الدراسة على ثلاثة فصول مقسمة على مباحث تناولنا في الفصل الأول ( إجراءات البحث ومنهجه ) وخصص المبحث الأول لـ ( عناصر البحث ) والمبحث الثاني ( تحديد المفاهيم والمصطلحات العلمية ) وقسمنا الفصل الثاني الموسوم بـ ( لمحة تاريخية عن رعاية الطفولة ) إلى مبحثين خصصنا الأول ( رعاية الطفولة في بعض الدول العربية ) أما المبحث الثاني فخصص لدراسة ( رعاية الطفولة في العراق ) .

      وفي الفصل الثالث الموسوم بـ ( التحديات التي تواجه الطفولة في العراق ) الذي قسم إلى مباحث متعددة خصص المبحث الأول لـ ( تحديات صحية ومعيشية ) والمبحث الثاني ( تحديات اقتصادية ) أما المبحث الثالث ( تحديات اجتماعية ونفسية ) والمبحث الرابع ( تحديات تربوية وتعليمية ) .

      وتوصلت الدراسة إلى مجموعة من النتائج والتوصيات وألحقت الدراسة بالمصادر العربية والأجنبية .
