تعد مرحلة ما قبل المدرسة من المراحل شديدة الأهمية في نمو الأطفال في هذه المرحلة تمتد رغبة الطفل في التعرف على العالم المحيط به ثم تتطور أنشطته لتصبح أكثر عمقا وأتساعا فتتضمن البيئة البعيدة عنه ، هذا فضلا على أن 50% من التنمية الذهنية للطفل تتشكل في السنوات الأربع الأولى من العمر وأن القراءة هي إحدى المكونات الأساسية التي تعززهذا الجانب من التنمية .

The research aims to identify the educational plan for the private and public kindergartens. The researchers selected a sample consisted of (59) female teachers for the private kindergartens and (150) female teachers for the public kindergartens in the city of Baghdad. As for the research tool, the two researchers designed a questionnaire to measure the educational plan for the private and public kindergartens. This paper examines the change in planning pattern In Lebanon, which relies on vehicles as a semi-single mode of transport, and directing it towards re-shaping the city and introducing concepts of "smooth or flexible" mobility in its schemes; the concept of a "compact city" with an infrastructure based on a flexible mobility culture. Taking into consideration environmental, economical and health risks of the existing model, the paper focuses on the four foundations of the concepts of "city based on culture flexible mobility, "and provides a SWOT analysis to encourage for a shift in the planning methodology.

This research has targeted a prototype for the continuous development correction of the educational programs based on analyzing (61) evaluation studies through the correction study standard that prepared by the researcher, then she found indicators that approved by applying (Delphy) method.
The research aim has achieved through preparing a prototype which consists of four stages; they are:
1. Correcting the educational program framework
2. Correcting the educational program plan
3. Correcting the implementing processes of the educational program
4. Correcting the educational program outputs.
It has been developed some recommendations and proposals.
