We use of multi-choice Goal Programming (MCGP), which is a developed model of Goal Programming where it is used in circumstances of the multiplicity and difference of goals when choosing between decision alternatives in cases of allocating resources, as it is a model that seeks to find the closest and best solutions to the specific values ​​of the goals within the aspiration levels, as the first goal in the multi-choice goal programming model that is used to reduce the total cost of storage and shortage, while the other goal was to reduce the difference between the real demand that the hospitals need from the blood transfusion center and the units that already achieved.   The research aims to measure  the efficiency of health services Quality  in the province of Karbala, using the Data Envelopment analysis Models in ( 2006). According to these models the degree of efficiency ranging between zero and unity. We estimate Scale efficiency  for two types of orientation direction, which are input and output oriented direction.

  The results showed, according Input-oriented efficiency that the levels of Scale efficiency on average is ( 0.975), in the province of Karbala. While the index of Output-oriented efficiency on average is (o.946).

Background: Cerebral ischemia associated with Antiphospholipid Syndrome(APS) is a common arterial manifestation in adults.
Objectives: To look for the frequency of Antiphospholipid Antibodies (aPL), and their relation with other risk factors in young patients with cerebral ischemia.
Patients and methods: A retrospective study of 40 young patient’s ≤ 50 years with stroke collected from medical and neurological wards of Baghdad Teaching Hospital (BTH) from January - December 2009. All were inquired about the presence of risk factors of stroke, and sent for aPL including Anticardiolipin (ACL) and Lupus Anticoagulant (LA).
