This research aims to identify the availability of the elements of the concept of citizenship, to identify the distribution ratios of the outputs of the musical skills curriculum at the levels of educational goals associated with the elements of the concept of citizenship in the guides of teachers of musical skills for grades (12-1) in the Sultanate of Oman.      The aim of this paper is to study the quaternary classical continuous optimal control for a quaternary linear parabolic boundary value problems(QLPBVPs). The existence and uniqueness theorem of the continuous quaternary state vector solution  for the weak form of the QLPBVPs with given quaternary classical continuous control vector (QCCCV)  is stated and proved via the Galerkin Method. In addition, the existence theorem of a quaternary classical continuous optimal control vector governinig by the QLPBVPs is stated and demonstrated. The Fréchet derivative for the cost function is derived. Finally, the necessary conditions for the optimality theorem  of the proposed problem is stated and  demonstrated.

This research is considered one of the important researches in Maysan Governorate, as it focuses on the construction of helicopter airport project in the oil fields of the Maysan Oil Company, where the oil general companies in Maysan Governorate suffer from the cost of transporting the foreign engineering experts and the governing equipment of sustaining oil industry from Iraq's international airports to oil fields and vice versa.
