Gaining the relationship between the central government and local governments is great importance especially after the expanded functions of the central government and became unable to carry out their works without all that delegate or transfer parts of its powers to lower levels.

The aims of the research is  to determine the relationship of the central government with the local government in accordance with the principle of administrative decentralization with the presentation of the competent authorities, the control of local governments, according to the Provincial Council Act No. 21 of 2008 amended.

The study aimed to explore the relationship between future anxiety and life orientation of male and female nurses, working in government hospitals of Gaza Strip governorates. The study sample consisted of 228 nurses (131 male nurses and97 female nurses. To achieve the study objectives , the researcher used the future anxiety scale, prepared by the researcher, and life orientation scale prepared by Scheier and Craver (1985 ) and translated into Arabic by Bader Al-Ansari . This study is due to insufficient development of the issues of initial training in tennis at youthful (student) age. Objective: development of a methodological and scientific-methodological base of students' tennis with current trends in tennis. Summing up the best practices of modern tennis, we came to the conclusion that the formation of the art of reflection backhands in teaching beginner students of sports specialization to achieve future success. In modern conditions in the development of Russian tennis student opens the possibility of using new technologies and programs. Using these approaches, we have developed a training program and tested students' tennis in the pedagogical experiment, which resulted in its effectiveness.
