Chapter One – introduction

Nations managed today to achieve progress in the field of modern technology. Science has changed many beliefs and trendiness that people have held for long time, skills and scientific thinking developed, and made scientific observation  and experiment replace narration and taking from others. That is attributed to examining  the educational systems searching for the locations of defect, and shortage.

In the light of educational modernizations, many models of teaching incliuding a model for social tracing attributed to Herbart Thelen, which is a model to develop skills of social participation in the democratic process (Al-Khawalda,1993,335).

This study Concentrates on modern variable in the human resources management that is Core Competency.

The field study is two of Public organizations, The first is Educational Baghdad Hospital, the other is the state Company for Batteries industry, the problem of the study determincs some questions and hypotheses. The data was Collected by questionnaire which Contains six Core Competences leader ship, Communication, frontline execution, development, innovation and self management .

للدراسات التاريخية أهميتها ولاسيما دراسة المؤلفات الذي يعطينا صورة كاملة عن تطور الواقع التاريخي للمرحلة التي عاصرها المؤلف وتكتب دراسة الشخصيات العلمية طابعاً خاصاً ومهم يدفعنا إلى التعريف بالمؤرخ ومنهجه في الكتاب والموارد التي استقى معلوماتهِ منها . 

أولاً: مشكلة البحث:

لاحظ الباحث عن طريق خبرته – المتواضعة- في أثناء عمله في ميدان التدريس في أقسام القرآن الكريم والتربية الإسلامية ان هناك ضعفاً في المستويات وتدنياً واضحاً في التفكير المنظومي للطلبة في مادة الإعجاز القرآني، ويرى الباحث أن هذا التدني يعود إلى أسباب عديدة من أبرزها: طرائق تدريس المادة، وغزارة المادة الدراسية، وصعوبة استيعابها في الوقت القصير المخصص لها، وان
