Iraq is changing from the centralized system of governance to the decentralized system, which assumes devolution of more authorities to the local governments of Iraqi provinces and cities. This puts a responsibility on the academics to produce more research work on the best framework for this change, to ensure the best results. The main objective of this research is to suggest a policy for the decentralized transformation in domain of Urban and Regional Planning in Iraq. A suggested program for the transformation is involved in the paper as well, with analysis for the new relationships between different levels of planning authorities depending on democracy. The current research aimed to explore the practicing of cyber bullying among college students as well as the differences of practicing cyber bullying among university students based on gender variable. The finding revealed that there was a high prevalence rate for cyber bullying among research sample who was students from Baghdad University. It assured clearly that this group participated in cyber bullying effectively, due to the biological and psychological factors which make them super sensitive toward the social and economic problems. Moreover, the results showed that there were significant differences between male and female in practicing cyber bullying. The study proved that women use cyber bulling more than men.  

The research aimed: 1. Definition of family climate for the university students. 2. Definition of statistical significance of differences in family climate variable depending on the sex (males - females) and specialization (Scientific - humanity). 3. Definition of academic adjustment for university students. 4. Definition of correlation between climate and academic adjustment. The research sample formed of (300) male and female students by (150) male of scientific and humanitarian specialization and (150) female of scientific and humanitarian specialization randomly selected from the research community. To achieve the objectives of the research the researcher prepared a tool to measure family climate. And adopted the measure (Azzam 2010)
