The research aims to explain the changes that happened in the quality & land use activities performance by understanding the transformations due to modern technology and its impact on current uses and its impact on changing functional relationships between those uses to create new combinations or hybrid uses.Research will follow the analytical descriptive approach in presenting the problem of research. Research has several conclusions & recommendations, one of conclusions is the change of the place concept and its relation to changing the concept of land use and its sustainability, The new foundations for classifying activities and land uses were influenced by the information and communication technologies use, which affected on changing inter-relations of activities and their impact on the changing types and classification of land uses.

The purpose of this study is to identify the extent of the EFL teachers’ implementationoftotal quality management (TQM)principles through teaching English as a foreign language in Iraqi secondary schools.A total of 180 EFL teachers fromsecondary schools in Baghdad during the academic year 2010/ 2011 participated in the study. Data was collected using a scale to identify the extent of implementation of total quality management principles by 140 EFL teachers in their classroom. To support the data collected from the scale,40 teachers were observed by EFL educational supervisors during their lessons. In this paper, an efficient method for compressing color image is presented. It allows progressive transmission and zooming of the image without need to extra storage. The proposed method is going to be accomplished using cubic Bezier surface (CBI) representation on wide area of images in order to prune the image component that shows large scale variation. Then, the produced cubic Bezier surface is subtracted from the image signal to get the residue component. Then, bi-orthogonal wavelet transform is applied to decompose the residue component.
