Value Engineering is an analytical study on projects or services using a specific procedure and a multidisciplinary working group, works for the identification and classification of the project functions; either for a better perfuming of these functions or to lessen the total project cost or the two together. Value Engineering main aim is on finding innovative alternatives, without effecting the basic requirements of the project, its methodology based on the functional balancing between the three elements of production "performance, quality and cost". This methodology based on the "functional analysis", had shown high possibilities in solving any problem facing the production procedure , achieve better investment for available resources and cost reduction without affecting the goal or function of the project, in addition to its ability in giving fast results and suggestions. On that background Value Engineering has been nominated to improve the architectural work by generate creative ideas, upgrading the designed and accomplished projects and to enhance the project firmness, functional and aesthetic efficiency. The research, depending on Value Engineering methodology as a road map, attempts to get some results and recommendations for the development and enhancement of the architectural work and its value.

Objectives: to assess the normal range of different lip parameters with gender difference and its role in esthetic procedures for Iraqi people. Methods: direct lip measurements were performed with closed lip position using a digital vernier caliper in 132 young Iraqi subjects (89 female and 43 male). Results: Lip measurements showed sexual dimorphism with higher value in men than women in six parameters. Cutaneous height of the upper lip was higher in both sexes. The mustache area in males was longer in males compared to females. Also, it was noticed that upper lip vertical thickness had a higher value, especially in subjects with cosmetic procedures. This study focuses on cation and anion concentrations and their distribution in the Dibdibba aquifer in the Zubair area at Basra city, southern Iraq to assess the groundwater quality for the agricultural purpose. The physicochemical properties (TSS, Ec, pH, cation and anion concentrations) of the groundwater samples through

Preparation of superposed thin film (CdTe)1-xSex / ZnS) with concentration of (x= 0.1, 0.3, 0.5) at a temperature of substrate (Ts= 80 0C) by using Thermal Vacuum Evaporation System. The measurement of X-ray diffraction shows that the compounds CdTe, ZnS, (CdTe)1-xSex and (CdTe)1-xSex / ZnS have a polycrystalline structure, the C-V characteristic shows that the capacitance degrease by increasing the concentration (x) in reverse bias, while the I-V characteristic shows the current dark (Id) increase in forward and reverse bias by increasing (x) and the photocurrent (Iph) increase in reverse bias by increasing the concentration (x), the values of photocurrent are greater than from the values of the dark current for all concentrations
