At the planning level, there have been many studies and mathematical and statistical models to analyze variance and clarify its dimensions and to measure the degree of developmental disparity between Regions and means of narrowing this problem and the development of policies and strategies for development plans in this direction and to restructure the economic capacities between the regions to achieve a balance in development according to priorities and stages sequentially down Li balance in the development of the regions of the disease focus on the development of the regions less developed and relatively advanced regions account.
The problem that has accompanied the process of planning since the fifties is the emergence of spatial disparity between the regions. Seeds of five cultivars of oats (Avena sativa) were introduced from Italy in 2009. Seeds were propagated on the farm of the Dept. of Field Crops Sci. / Coll. of Agric. / Univ. of Baghdad in the season 2009 – 2010. The cultivars Anatolia, Alguda, Hamel, Pimula and Genzania were planted under 3 irrigation intervals; 3, 4 and 5 weeks to give water depth of 480, 400 and 320 mm, respectively .
