Technical education in Iraq Composed of, a complex system of technical competence and scientific, technical and administrative, which extends to cover large areas of the country and constitute a vicious circle between economic development, social and cultural rights through middle-management on the one hand, and between academic knowledge and political decision-making, which aims to bring such development On the other hand, in the light of that education is the actual technical extension applied to create the idea of complementarily between them. The current study Focus to examine the university environment with a focus on the idea of complementarily between colleges developed and technical institutes and the investment of available resources, which constitute one of the pillars of the idea of the development of these colleges and their impact in reducing the waste of economic resources, and will be the geographical area elected are complex institutions and technical colleges in Zafaraniya, which includes (Institute of Technology and its relationship with Baghdad College of Technology - Baghdad). This research shows the fragmentation of the university environment and inconsistency at multiple levels of fragmentation events and student activities and devote the idea of separation, isolation and lack of interaction between students within the environment one, plus a lack of investment in human resources varied in that environment and resorting to self-sufficiency, thereby contributing to the lack of direct economic resources properly.

This paper aims to study the effect of circular Y-shaped fin arrangement to improve the low thermal response rates of a double-tube heat exchanger containing Paraffin phase change material (PCM). ANSYS software is employed to perform the computational fluid dynamic (CFD) simulations of the heat exchanger, including fluid flow, heat transfer, and the phase change process. The optimum state of the fin configuration is derived through sensitivity analysis by evaluating the geometrical parameters of the Y-shaped fin. The experimental part of this research is based on casting and testing six SCC simply supported square slabs having the same dimentions and reinforcement. The study of oxygen mass transfer was conducted in a laboratory scale 5 liter stirred bioreactor equipped with one Rushton turbine impeller. The effects of superficial gas velocity, impeller speed, power input and liquid viscosity on the oxygen mass transfer were considered. Air/ water and air/CMC systems were used as a liquid media for this study. The concentration of CMC was ranging from 0.5 to 3 w/v. This paper presents a point multiplication processor over the binary field GF (2233) with internal registers integrated within the point-addition architecture to enhance the Performance Index (PI) of scalar multiplication. The proposed design uses one of two types of finite field multipliers, either the Montgomery multiplier or the interleaved multiplier supported by the additional layer of internal registers. Lopez Dahab coordinates are used for the computation of point multiplication on Koblitz Curve (K-233bit).
