The executive authority differs from one country to another, as it differs from a federal state to another according to the nature of the applied political systems, so this research focused on federal states according to their political systems, then going into the details of the executive authority and its role In the federal states by referring to the four federal experiments

This research deals with the restrictions imposed on the executive authority، represented by the Council of Ministers، and the ministers، at the time of the enactment of the subsidiary legislations، which should be a system، instructions or internal regulations. The Present study aims to shed some light on the concept of authority of university students and to find statistically significant differences as regards this concepts in accordance with three variables gender (males, females),field of study(scientific ,humanities)and grade(second ,fourth).
