Procurement Management of Power Plants Construction Projects in Iraq

The government of Iraq states that despite the massive amounts invested in the power generating sector, the country has been plagued by power outages for more than three decades; One of the most common sources of the problem and significant impact on the waste of public funds in contractual processes. The Ministry of Planning issued the sectorial
specialized standard bidding documents (SSBD) of Design, Supply, and Installation of the Electromechanical Works (DSIoEW), which is primarily designed to support the Ministry of Electricity (MoE) by developing economic projects to improve the contractual process that led to raisings Iraqi electricity generation field. The research evaluates the impact of
applying the SSBD-DSIoEW for governmental power generation plants and investigates the challenges and obstacles of SSBD-DSIoEW applications in Iraq by conducting preliminary interviews with procurement experts and distributing 120 questionnaires to MoE's contractual staff. The results show a lack of experience in applying the evaluation and qualification criteria under SSBD-DSIoEW, and inadequate bid evaluations, resulting in an ineffective procurement system. In the study's conclusion and based on the results, the authors developed a unified bids evaluation model. Network Self-Fault Management Based on Multi-Intelligent Agents and Windows Management Instrumentation (WMI)

This paper proposed a new method for network self-fault management (NSFM) based on two technologies: intelligent agent to automate fault management tasks, and Windows Management Instrumentations (WMI) to identify the fault faster when resources are independent (different type of devices). Data collection was done using a validated questionnaire specifically designed for this study.Result: Most participants preferred to consult physicians or pharmacists about pediatrics diarrhea management. Enhancement of a Power System Transient Stability Using Static Synchronous Series Compensator SSSC

Static Synchronous Series Compensator (SSSC) is a well known device for effectively regulating the active power flow in a power system. In this paper, the SSSC linearized power flow equations are incorporated into Newton-Raphson algorithm in a MATLAB written program to investigate the control of active poweer flow and the transient stability of a five bus and a thirty bus IEEE test systems, during abnormal conduction (three phase fault near buses). A comparison of the results obtained for the base case without SSSC and with it to investigate the effectiveness of the device on both of the active power flow and the transient stability.
