The study aims at expounding the correlation and effect between the Human resource development strategy and Quality Municipality Service within a theoretical framework and a practical framework conducted at Directorate Of Municipalities in holy Karbala .     Two local fish Himri Carasobarbus luteus (Heckel, 1843)  and Hishni Liza abu (Heckel, 1843) were stained with Alizarin Red and featured some anatomical qualities which cleared the difference of the muscular and skeletal fabric for each fish.      In the present work, a kinetic study was performed to the extraction of phosphate from Iraqi Akashat phosphate ore using organic acid. Leaching was studied using lactic acid for the separation of calcareous materials (mainly calcite). Reaction conditions were 2% by weight acid concentration and 5ml/gm of acid volume to ore weight ratio. Reaction time was taken in the range 2 to 30 minutes (step 2 minutes) to determine the reaction rate constant k based on the change in calcite concentration. data as a secret message in images. This method must be applyied only on images which have the same visible properties (similar in perspective) where the human eyes cannot detect the difference between them.

This method is based on Image Quality Metrics (Structural Contents

Metric), which means the comparison between the original images and stego images, and determines the size ofthe hidden data. We applied the method to four different images, we detect by this method the hidden data and  find exactly the same size of the hidden data.
