Iraq has moved towards consensus democracy in the aftermath of the 2003 war, in a bid to represent all components of the Iraqi people, and as a mechanism to address the existing political and social divisions. However, consensus democracy has not been properly implemented. The enactment of the consensus democracy induced many political, social and economic problems, and undermined national unity.Iraqi people did not have the chance to absorb the real essence of Consensus Democracy, since the latter became associated with creating dysfunctional state institutions, precisely averse to what consensus democracy aims to achieve.Therefore, consensus democracy has come to be seen as an impediment to the creation of a unifying national identity since divestiture sub-state identities at the expanse of a unifying national identity, which resulted in the collapse of the security system and the threatened the Iraqi national security, and led to the expansion of ISIS across the country.
