The Political Thinking Regarded as an important element for the formulation of the stat, weather in its formation, the structure of it s entity, its political system and it s governmental instruments .The political thinking can not act without determined strategy, So they intend to work hard to formulate a railed strategy that make them able to determine its  directions to general issues.

In this paper, the area of Al- Muthana in the south of Iraq will be consider as one of Semi-arid lands. For this purpose, the Ladsat-8 images can be used with 15 m in spatial resolution. In order to over Achieve the work, many important ground truth data must be collected such as, rain precipitation, temperature distribution over the seasons, the DEM of the region, and the soil texture characteristics. The extracted  data  from this project are  tables, 2-D figures, and GIS maps represent the distributions of vegetation area

Frequent data in weather records is essential for forecasting, numerical model development, and research, but data recording interruptions may occur for various reasons. So, this study aims to find a way to treat these missing data and know their accuracy by comparing them with the original data values. The mean method was used to treat daily and monthly missing temperature data. The results show that treating the monthly temperature data for the stations (Baghdad, Hilla, Basra, Nasiriya, and Samawa) in Iraq for all periods (1980-2020), the percentage for matching between the original and the treating values did not exceed (80%). So, the period was divided into four periods.  It was noted that most of the congruence values increased, re
