This work presents a symmetric cryptography coupled with Chaotic NN , the encryption algorithm process the data as a blocks and it consists of multilevel( coding of character, generates array of keys (weights),coding of text and chaotic NN ) , also the decryption process consists of multilevel (generates array of keys (weights),chaotic NN, decoding of text and decoding of character).Chaotic neural network is used as a part of the proposed system with modifying on it ,the keys that are used in chaotic sequence are formed by proposed key generation algorithm .The proposed algorithm appears efficiency during the execution time where it can encryption and decryption long messages by short time and small memory (chaotic NN offer capacity of memory), also the system uses secret keys with array of keys (weights of NN), that change at each iteration

Electrochemical method was used to prepare carbon quantum dots (CQDs). Size of matter was nature when evaluate via X-ray diffraction (XRD). A distinct peak at 2θ equal to 31.6° and three other small peaks at 38.28°, 56.41° and 66.12° were observed. The measures of Fourier Transform Infrared Spectroscopy (FTIR) showed the bonds in the transmittance spectrum are manufactured with carbon nanostructures in view. The first peaks are the O–H stretching vibration bands at (3417 and 2922) cm−1, (C–O–H at 1400, and 1317) cm−1, (C–H), (C=C), (C–O–H), (C=O), and (C–O) bonds at 2850, 1668, 1101, and 1026 cm−1 sequentially. As a result, most legislations grant judges the power to intervene to restore it. Granting the judge the power to complete the contract raises the question of the extent to which the judge can obtain such power. Is it an absolute authority that is not limited? If so, is it a broad discretion in which the judge operates in his conscience, or is it a power of limited scope by specific legal texts and conventions?
