In this work, the design and implementation of a smart energy metering system has been developed. This system consists of two parts: billing center and a set of distributed smart energy meters. The function of smart energy meter is measuring and calculating the cost of consumed energy according to a multi-tariff scheme. Benthic algae of Tigris river and one of its northern tributary the lower Zab were study at monthly intervals during Nov. 2001-Oct. 2002. Four sites were selected, a total of 115 species of algae were identified during this study, diatoms was the dominating group (86 species) followed by Chlorophyta (18 species), Cyanophyta (7species), Euglenophyta (2 species) and one species for each of Pyrrophyta and Chryzophyta. The performance of single and two stage solar concentrator were studied ' " The ratio of the primary to the secondary mirrors diameter is taking to be 0.5, depending on the theoretical calculation for the accumulated energy by the concentrator with ratio between 0.0 to 0.9.
