Public budget System repair Targets Prepared Public Budget

Require senior management of the state when developing the strategy the general budget to the clarity of the reasons that are based upon the ministries in the preparation of estimates of expenditure for the next year to justify the spending, and in the absence of targets, the ministry or government unit would not be in front, but be guided by the size of expenditure for the last year in addition to the percentage of represented an increase of appropriations required for the next year in light of the fiscal policy of the state, so the requested increase in appropriations to meet the desired increase in some of its activities and to meet the increase in salaries and prices. So must be available to the Ministry of criteria that could be relied upon to determine the estimated increase in spending as a result of the projected increase in some activities.

It is clear from this that the budget is the outcome of the economic studies of past and under which approval of long-term plan in the light of national objectives needs to be done by the ministries and mean that the budget estimates are derived from data flow from the higher managerial levels and in contrast to the traditional method where the starting estimate budget levels administrative world, then ascend to the levels of the Supreme Administrative Moreover, the programming goals made the programs a central part of the assessment and trade-offs and decision-making regardless of the management levels that are interested in the implementation of the program has been created this way the opportunity to connect the inputs (costs) and outputs (achievements or benefits) for each the program.

Supports the proposed model for this system in achieving the goals of government programs to link the state and assess their contribution to the level of macroeconomic and social components of a number of basic requirements which are marginal to the success of this system. And summed up the basic components of this system as follows:

  1. Formulation of goals and sub-quantitatively and qualitatively and temporally.
    2. Responsibilities for planning and Implementation and taking control.
    3. Develop standard benchmarks to achieve goals.

Effect of annealing temperature and laser pulse energy on the optical properties of CuO films prepared by pulsed laser deposition

In this work; copper oxide films (CuO) were fabricated by PLD. The films were analyzed by UV-VIS absorption spectra and their thickness by using profilometer. Pulsed Nd:YAG laser was used for prepared CuO thin films under O2 gas environment with varying both pulse energy and annealing temperature. The optical properties of   as-grown film such as optical transmittance spectrum, refractive index and energy gap has been measured experimentally and the effects of laser pulse energy  and annealing temperature on it were studied. An inverse relationship between energy gap and both annealing temperature and pulse energy was observed.

Non-thermal plasma effects on of structural and optical properties of Nio:Li thin films prepared by the spray pyrolysis technique

In this research ,Undoped Nio and 1%Li doped Nio thin films were deposited utilizing chemical spray pyrolysis on the glass substrates heated (450C). The effects of non-thermal plasma on the structural and optical properties were studied. XRD measurement shows that Nio and Nio:1%Li films were found to be polycrystalline and have cubic structure with a preferred orientation (111). Effect of the AgO content on the surface morphology and electrical properties of SnO2 thin films prepared by PLD technique

Tin dioxide doped silver oxide thin films with different x content (0, 0.03, 0.05, 0.07) have been prepared by pulse laser deposition technique (PLD) at room temperatures (RT). The effect of doping concentration on the structural and electrical properties of the films were studied. Atomic Force Measurement (AFM) measurements found that the average value of grain size for all films at RT decrease with increasing of AgO content. While an average roughness values increase with increasing x content. The electrical properties of these films were studied with different x content. The D.C conductivity for all films increases with increasing x content. Also, it found that activation energies decrease with increasing of AgO content for all films.

Hydrogen sulfide (H₂S) gas sensor based on cobalt–manganese spinel oxide MnCo₂O₄ thin films that were prepared by chemical precipitation and green synthesis methods. Structural, morphological, and compositional characterizations of MnCo₂O₄ thin films were performed using XRD, FE-SEM, EDS, and AFM. Annealing-temperature-dependent structural, optical, and NO2 gas-sensing properties of Ag-doped NiO thin films prepared by dip coating

Ag-doped NiO thin films were fabricated by dip coating and subsequently annealed at 373, 473, 573, and 673 K to elucidate the influence of annealing temperature on their structural, morphological, optical, and NO2-sensing characteristics. X-ray diffraction confirmed the formation of polycrystalline Ag/NiO films, with progressively improved crystallinity and larger crystallite size at elevated annealing temperatures. Atomic force microscopy revealed a homogeneous surface morphology with grain growth, with the average grain diameter increasing from 26.40 to 34.2 nm.
