The research aims at identifying the organizational performance of the kindergarten teachers and defines the educational environment of kindergarten children. To achieve the objectives of the research, the researcher adopted the organizational performance scale for (Saadi, 2016), which was applied to kindergarten teachers. The scale consists of (43) paragraphs, and has good reliability and validity, as the coefficient of reliability (84.0) in a retest method, and (87.0) using the formula Alpha Kronbach. This study aims to identify the level of application of blue ocean leadership activities in public organizations and to build a conceptual and cognitive framework around this concept.      A multivariate control chart is measured by many variables that are correlated in production, using the quality characteristics in any product. In this paper, statistical procedures were employed to find the multivariate quality control chart by utilizing fuzzy Hotelling  test. The procedure utilizes the triangular membership function to treat the real data, which were collected from Baghdad Soft Drinks Company in Iraq. The quality of production was evaluated by using a new method of the ranking function.
