There is a theoretical controversy in the books of Usul al-Fiqh, in the past and the present, about whether the ruling should be attached to its reason (al-Hikmah), or its apparent and stable cause (al-Illah). Looking at the practical cases of the jurists, we found them sometimes attaching rulings to its reason, and sometimes to its cause, so there is a need to know the factors that affect their choices. By extrapolation, the researcher reached at nine factors that affect referring the ruling to its cause or to its reason in jurisprudential cases.

An interpretive (structural and stratigraphic) study of the two,-dimensional seismic, data of East Nasiriya area (30 km to the south east of Nasiriya oil field within Thi-Qar province, southeastern Iraq) was carried out using Petrel 2017 program. The study area has an importance due to its location between many oil fields, but still without exploration of oil wells.   External Morphological study of  species Saprinus discoidalis of subfamily saprininae from family Histeridae of the order coleopteran. The specements of  the present study were collected from Salahdin Governor-ate (Beigi &Balad) and Governorate during May 2012.         The present study included detailed description of most body parts (Head, Thorax, Abdomen and their appendages) identification and recognition of species study male genitalia. The species Saprinus discoidalis LeConte is a new record to Iraqi fauna of Coleoptera.
 

This investigation showed (31) species belonging to (15) genera under (five) families and two orders. The leafminers Dipter families (Agromozidae, Anthomyiidae, Drosophilidae), Agromyzid flies is the highest level of investigated many host plants, but other families have lowest host plants. In this paper, an approach for object tracking that is inspired from human oculomotor system is proposed and verified experimentally. The developed approach divided into two phases, fast tracking or saccadic phase and smooth pursuit phase. In the first phase, the field of the view is segmented into four regions that are analogue to retinal periphery in the oculomotor system. When the object of interest is entering these regions, the developed vision system responds by changing the values of the pan and tilt angles to allow the object lies in the fovea area and then the second phase will activate.
