Sovereign wealth funds have attracted the attention of the governments of the oil and non-oil countries alike, with a variation of the size of those funds to those states, based on the size of the financial surpluses resulting from Alriadat oil or foreign reserves, or state revenues for other sovereign assets. Raj use these funds remarkably during the financial crises the world has seen, including the crisis of 2008-2007., And Iraq is a oil-producing countries, which has the third largest reserves of crude oil (Crude Oil) at the level of the Arab world and of 140 300)) million barrels after Saudi Saudi Arabia and the Islamic Republic of Iran, and the fourth reserves of crude oil in the world after issued Venezuela to the reserve (OBEC, 2013:21) as well as the size of the reserves of natural gas (Natural Gas) and deep (3,158) billion gallons, enriched by Iraq of the importance of this resource strategic, but unlike the oil-producing countries, Iraq was based on oil revenues in the dam operating expenses, and neglected the rest of the economic sectors. Which led to be among the consuming nations and not producing. Than heavier the general budget, and to make matters worse, is the international claims of Iraq and committed by Iraq before 2003, any of the former regime, governed by international law, which separated the heavily indebted, have created justifications to lay hands on oil revenues by the coalition Provisional Authority and in accordance with UN Security Council resolutions related thereto, and that on the track was set up the Development Fund for Iraq, adopting a fund for the deposit of all revenues from oil sales in the international market for the purposes of restructuring the Iraqi economy and contribute to the economic and social development and bridging the humanitarian needs for the Iraqi people, and the payment of international claims, which set up because of the wrong policies it is the purpose of showing off the power at the expense of the interests of the country and then was McCann!

Modified Polyvinyl Alcohol Containing New Imides / Iron Oxide Nanoparticles :Synthesis , Characterization and Biological Evaluation
...Show More Authors

A series of new imides compounds[1-4] were synthesized from reaction of tetrachlorophthalic anhydride or nitro phthalic anhydride or malic anhydride or Succinic anhydride with 4-amino benzene thiol under fusion conditions. Chloroacetic acid has been added after compounds [1-4] reacted with distilled H2O and Na2CO3, producing compounds [5-8]. In benzene, compounds [5-8] also interacted with the thionyl chloride to produce [9-12]. Poly (vinyl alcohol) was chemically modified by reacting PVA with compounds [9-12] and dimethyl formamide to produce compounds [13-16]. Iron oxide nanoparticles (IONPs) are mixed with modified PVA [13-16] to create nanocomposites [17-20]. Spectral and analytical data from synthesized compounds, such as 1H-NMR, FTI

Secure E-Voting System Utilizing Fingerprint Authentication, AES-GCM Encryption and Hybrid Blind Watermarking
...Show More Authors

Ensuring security, integrity, and reliability of the election process consider as the main challenges in the electronic voting system. This paper describes the e-voting system by integrating the biometric authentication, advanced encryption, and watermarking techniques towards meeting such challenges. The system employs the fingerprint authentication by utilizing the Scale-Invariant Feature Transform (SIFT) for verifying the identity of the voter to ensure genuineness and non-repudiation of the service. The vote will be encrypted with the AES-GCM technique to be employed in securing the voting process, thus ensuring both data privacy and integrity. Hybrid Blind Watermarking employs the technique of Discrete Wavelet Transform (DWT) a

Comparison Between Partial Least Square Regression(PLSR) and Tree Regression by Using Simulation(RT).
...Show More Authors

This research discussed, the process of comparison between the regression model of partial least squares and tree regression, where these models included two types of statistical methods represented by the first type "parameter statistics" of the partial least squares, which is adopted when the number of variables is greater than the number of observations and also when the number of observations larger than the number of variables, the second type is the "nonparametric statistic" represented by tree regression, which is the division of data in a hierarchical way. The regression models for the two models were estimated, and then the comparison between them, where the comparison between these methods was according to a Mean Square

Depositional environment, seismic stratigraphy, and Sr-isotope geochronology, Bangestan reservoir, Ahwaz oilfield, SW Iran
...Show More Authors

The Bangestan reservoir, which occurs in the Ahwaz oilfield, consists of the middle Cretaceous limestone Ilam and Sarvak Formations that were deposited in the Zagros Basin. The reservoir is divided into ten Zones (A to J) formed in the upper Albian-Santonian and contains considerable hydrocarbon accumulations. The limestones were deposited on an extensive shallow carbonate platform on a passive margin and are dominated by rudist biostrome and grainstone facies. Paleogeographical changes mean that identification of the facies is complex. Seismic stratigraphy and isotopic data are used to better understand the structural and geological setting and develop an understanding of the sedimentary environment. The results show that the rudist biostr

Cache Coherence Protocol Design and Simulation Using IES (Invalid Exclusive read/write Shared) State
...Show More Authors

To improve the efficiency of a processor in recent multiprocessor systems to deal with data, cache memories are used to access data instead of main memory which reduces the latency of delay time. In such systems, when installing different caches in different processors in shared memory architecture, the difficulties appear when there is a need to maintain consistency between the cache memories of different processors. So, cache coherency protocol is very important in such kinds of system. MSI, MESI, MOSI, MOESI, etc. are the famous protocols to solve cache coherency problem. We have proposed in this research integrating two states of MESI's cache coherence protocol which are Exclusive and Modified, which responds to a request from reading

Image encryption based on combined between linear feedback shift registers and 3D chaotic maps
...Show More Authors

Protecting information sent through insecure internet channels is a significant challenge facing researchers. In this paper, we present a novel method for image data encryption that combines chaotic maps with linear feedback shift registers in two stages. In the first stage, the image is divided into two parts. Then, the locations of the pixels of each part are redistributed through the random numbers key, which is generated using linear feedback shift registers. The second stage includes segmenting the image into the three primary colors red, green, and blue (RGB); then, the data for each color is encrypted through one of three keys that are generated using three-dimensional chaotic maps. Many statistical tests (entropy, peak signa

A Real-Time Fuzzy Load Flow and Contingency Analysis Based on Gaussian Distribution System
...Show More Authors

Fuzzy logic is used to solve the load flow and contingency analysis problems, so decreasing computing time and its the best selection instead of the traditional methods. The proposed  method is very accurate with outstanding computation time, which made the fuzzy load flow (FLF) suitable for real time application for small- as well as large-scale power systems. In addition that, the FLF efficiently able to solve load flow problem of ill-conditioned power systems and contingency analysis. The FLF method using Gaussian membership function requires less number of iterations and less computing time than that required in the FLF method using triangular membership function. Using sparsity technique for the input Ybus sparse matrix data gi

Survey on intrusion detection system based on analysis concept drift: Status and future directions
...Show More Authors

Nowadays, internet security is a critical concern; the One of the most difficult study issues in network security is "intrusion detection". Fight against external threats. Intrusion detection is a novel method of securing computers and data networks that are already in use. To boost the efficacy of intrusion detection systems, machine learning and deep learning are widely deployed. While work on intrusion detection systems is already underway, based on data mining and machine learning is effective, it requires to detect intrusions by training static batch classifiers regardless considering the time-varying features of a regular data stream. Real-world problems, on the other hand, rarely fit into models that have such constraints. Furthermor

Offline Voice-Controlled Lower Limb Rehabilitation Robot Using Forward Kinematics and Fuzzy Command Matching
...Show More Authors

Lower limb Rehabilitation Robots (LLRRs) assist in therapeutic tasks that involve gait recovery and joint mobility recovery of the lower limbs, in patients recovering from neurologic injuries such as stroke as well as spinal cord injury. LLRRs can sometimes be driven by preprogrammed trajectories or Inverse Kinematics (IK) trajectories, which bring increased computational demand and command supported interaction. This paper proposes an interactive control framework for LLRRs using a hybrid mix of Forward Kinematics (FK) driven movement and an offline Voice Conversational Agent (VCA), based on the Vosk speech recognition engine. The framework proposed is modular in nature that is completely “local”, running offline with no need for the I
