This research deals with the most famous existing definitions of public relations, in an attempt to achieve a definition that will be added to the other existing and widespread definitions, especially that big developments have taken place in the concept of public relations and their idiomatic use.

In addition, many definitions of public relations have been restricted to some limited descriptions, therefore many of the descriptions given to the public relations are basically definitions as well as characteristics of the public relations.

This study aims to identify the level of application of blue ocean leadership activities in public organizations and to build a conceptual and cognitive framework around this concept. The study adopted a descriptive-analytical approach, and the research sample consisted of (95) individuals from the senior management working at the center of the Iraqi Ministry of Communications (director general, department manager, section head).  El presente trabajo intenta analizar las características del lenguaje jurídico español a cuya estructura se debe su complejidad. A la vez, damos una descripción detallada de sus rasgos morfosintácticos, léxico-semánticos y estilísticos. En ningún momento, pretendemos fijar unas pautas o normas para la traducción de este lenguaje que requiere unos previos conocimientos jurídicos y cierta preparación para proceder a realizar esta tarea.
