This paper presents a hybrid approach for solving null values problem; it hybridizes rough set theory with intelligent swarm algorithm. The proposed approach is a supervised learning model. A large set of complete data called learning data is used to find the decision rule sets that then have been used in solving the incomplete data problem. The intelligent swarm algorithm is used for feature selection which represents bees algorithm as heuristic search algorithm combined with rough set theory as evaluation function. Among these research, due to irrelevant transport protocols, the cross-protocol unfairness between the HAS over HTTP/3 (HAS/3) and HAS over HTTP/2 (HAS/2) has caught considerable attention. It has been found that the HAS/3 clients tend to request higher bitrates than the HAS/2 clients because the transport QUIC obtains higher bandwidth for its HAS/3 clients than the TCP for its HAS/2 clients. In this paper, the nonclassical approach to dynamic programming for the optimal control problem via strongly continuous semigroup has been presented. The dual value function VD ( .,. ) of the problem is defined and characterized. We find that it satisfied the dual dynamic programming principle and dual Hamilton Jacobi –Bellman equation. Also, some properties of VD (. , .) have been studied, such as, various kinds of continuities and boundedness, these properties used to give a sufficient condition for optimality. A suitable verification theorem to find a dual optimal feedback control has been proved. Finally gives an example which illustrates the value of the theorem which deals with the sufficient condition for optimality.

Statistics indicate criminal in most countries of the world that the suicide rate continues to increase, as it prevalence manufacturing and complexity of life and the intensification of conflicts and escalating problems of rising suicide rates. And suicide is death intentional, that is, the intentional act that leads to ending the life of the individual and self-on purpose.
