In this research, we built a program to assess Weibull parameters and wind power of three separate locations in Iraq: Baghdad, Basrah and Dhi-qar for two years 2009 and 2010, after collecting and setting the data available from the website "Weather Under Ground" for each of the stations Baghdad, Basrah and Dhi-qar. In this research, we have added nano anatase TiO₂ as a partial replacement of Portland cement by a weight percentage of (0.25 to 1%) for the development of properties for protection against bacteria. The ambient temperature during this season reaches over 50 ^OC which makes the evaporative cooling system suitable for this climate. In present work, the two-stage evaporative cooling system is studied. The first stage is indirect evaporative cooling (IEC) represented by two heat exchangers with the groundwater flow rate (5 L/min).
