المستخلص

يعد تقييم اداء العاملين احد اهم الركائز الاساسية التي يتوقف عليها نجاح أي منظمة تسعى بأن تتطور وتتميز بأنشطتها واداءها وبالأخص المنظمات التي لها خصوصية في عملها كالأجهزة الرقابية التي تعتمد في اداء انشطتها ومسؤولياتها على كفاءة مواردها البشرية, ومن هذا المنطلق يهدف هذا البحث الى تصميم انموذج ثلاثي المحاور (المؤهلات والقدرات، الاداء والانجاز، التعاون والالتزام الوظيفي) ثُماني المستويات لتقييم اداء العاملين في ديوان الرقابة المالية الاتحادي, يتجاوز الانتقادات الموجهة للأساليب المعتمدة في التقييم باعتماد اسلوب متخصص يمتاز بالموضوعية والوضوح والشمولية يمكن تطبيقه، بما يؤدي الى تحقيق نتائج متميزة للارتقاء بمستوى اداء العاملين في ديوان الرقابة المالية. وقد تم تطبيق الانموذج المقترح على عينة من العاملين والبالغ عددها (121) فرداً في ديوان الرقابة المالية الاتحادي مجتمع عينة البحث والتي تضمنت العناوين والمستويات الرقابية (معاون رئيس هيئة ، رقيب مالي اقدم، رقيب مالي, معاون رقيب مالي, قانوني, معاون قانوني). وتوصل البحث الى مجموعة من الاستنتاجات اهمها وجود صدق وثبات عال للانموذج المقترح لتقييم اداء العاملين وقبول محاوره الرئيسية (المؤهلات والقدرات, والاداء والانجاز, والتعاون والالتزام الوظيفي), كما اثبتت نتائج البحث والتحليل الخاصة بالأنموذج المقترح على انه يسهم في تحديد واعطاء نتائج واقعية وفعلية وبشكل واضح عن مستوى اداء العاملين وفق ما يشكله من محاور رئيسة يمكن التعامل معها بشكل اسهل من حيث ما يتطلبه الاداء من تعزيز او معالجة. اما التوصيات التي جاء بها البحث كان من أهمها اعتماد الانموذج المقترح من قبل ديوان الرقابة المالية الاتحادي لتقييم أداء العاملين كونه انموذج متخصص للعمل الرقابي, وكذلك الاهتمام بالخطة التدريبية للتأهيل والتطوير بحسب ما تتطلبه الحاجة وما تفرضه مستويات اداء العاملين وذلك لتنمية مهارات وكفاءة العاملين ورفع مستوى أدائهم.

Abstract Throughout this paper R represents commutative ring with identity and M is a unitary left R-module, the purpose of this paper is to study a new concept, (up to our knowledge), named St-closed submodules. It is stronger than the concept of closed submodules, where a submodule N of an R-module M is called St-closed (briefly N ≤Stc M) in M, if it has no proper semi-essential extensions in M, i.e if there exists a submodule K of M such that N is a semi-essential submodule of K then N = K. We examine the integrability in terms of PainlevÃ¨ analysis for several models of higher order nonlinear solitary wave equations which were recently derived by Christou. Our results point out that these equations do not possess PainlevÃ¨ property and fail the PainlevÃ¨ test for some special values of the coefficients; and that indicates a non-integrability criteria of the equations by means of the PainlevÃ¨ integrability.

3-triazole was reported by Huisgen in 1961 [1]. In 2002 the Copper(I)-catalyzed Azide-Alkyne Cycloaddition (CuAAC) to prepare a 1

3-triazole was reported [2]

[3]. The existence of relatively basic nitrogen atoms in the 1

2

3-triazole rings

and the possibility of introducing additional donor groups in the substituents (Fig. 1)

made the CuAAC “click” reaction an attractive method to prepare differently substituted 1

2

3-triazoles. These compounds have been used as ligands to coordinate to various metal ions that display a range of applications such as in electrochemical and photochemical studies

in supramolecular chemistry

metal-ion sensing and catalysis [4]. The reasons for the success of the “click” reaction

is that it is easy to carry out and is widely applicable. It is not affected by a variety of functional groups

and can be carried out with a variety of Cu(I) catalysts and solvents

including aqueous conditions. The Cu(I) catalysts overcome the high activation energy barrier of the non-catalyzed Huisgen reaction by changing the mechanism of the reaction. A large variety of copper catalysts can be used for the CuAAC reaction

on condition that the maximum concentration of Cu(I) species is generated during the reaction. The pre-catalyst can be a Cu(II) salt (usually CuSO4) together with a reducing agent (often sodium ascorbate) or a Cu(I) compound in the presence of a base or amine ligand and a reducing agent to prevent oxidation to Cu(II). Some strong oxidising cupric salts or complexes such as Cu(OAc)2 also work. The solvent is very flexible from organic to aqueous
