Laboratory model tests were performed to investigate the behavior of shallow and inclined skirted foundations placed on sandy soil with R.D%=30 and the extent of the impact of the positive and negative eccentric-inclined loading effect on them. To achieve the experimental tests, it was used a box of (600×600) mm cross-sectional and 600mm in height and a square footing of (50*50) mm and 10 mm in thickness attached to the skirt with Ds=0.5B and various an angle of (10°, 20°, 30°). In the recent decade, climate change in Iraq, typified by increased droughts and deserts, has generated numerous environmental issues. This study forecasts dust in five central Iraqi districts using machine learning and five regression algorithm supervised learning system framework. In this research paper, a new model is based on Extreme Machine learning (EML) is used. The proposed model consists of many phases including: preprocessing, feature extraction, Multiple Linear Regression (MLR) and ELM. The basic idea of the proposed model is built upon the calculation of feature weights by using MLR. These feature weights with the extracted features introduced as an input to the ELM that produced weighted Extreme Learning Machine (WELM). The results showed   a great competence of the proposed WELM compared to the ELM.
