وانتشار هذه الظاهرة منها ت ردي الحالة الاقتصادية للمواطن والكثافة السكانية المتزايدة والانشطارات العائلية
وارتفاع بدلات الإيجار وعدم توفر السكن ، وهناك من استغل هذا الامر نتيجة لضعف الرقابة من قبل
