The education sector, before and after 2003, inherited a heavy legacy. Successive governments are trying hard to reduce the effects of that legacy by filling the shortage in school buildings. The best example of this is the shortage in public schools in Wasit governorate, as this governorate lacks a number of factors that make education in it. This research deals with parameters estimation methods for the intensity function of non homogeneous poisson processes , it aims to estimate parameters of this function throughout three methods which are maximum likelihood method , moment method and shurnkage method using simulation method.

In order to achive the best method, several assumed values for parameters of intensity function have been adopted  using sample size of 
(14, 25, 50, 100) .Results of estimation showed that the estimation over the estimation method , of maximum likelihood and moment .

  This estimation gain the least mean of squares error for the above samples .

In any language there is some amount of difference between written language (planned) and spoken language (spontaneous). Since planned speech could be considered a form of written language, it could be inferred that there are also differences between planned speech and spontaneous speech. Some of these differences are very clear in terms of syntax, lexis, phonology and discourse.  These differences are highlighted in order to make a clear distinction between spontaneous and planned speech.
