    دخلت حركة الإصلاحات العثمانية العراق مع تولي مدحت باشا ولاية بغداد (1869 -1872)  وكان لذلك اثر كبير في احداث تغيير جذري للمجتمع العراقي ، بدء من اجراء إصلاحات إدارية عززت من نظام الحكم المركزي وسعت الى التقليل من مظاهر الفوضى داخل المجتمع وصولا الى تكوين الوعي السياسي الجمعي والنخبوي للمجتمع العراقي ، منذ النصف الثاني للقرن التاسع عشر حتى مطلع القرن لعشرين. من هنا جاءت فكرة موضوع البحث للاستفادة التاريخية

The study aimed to monitor all the obstacles that stand in the way of the development of women's sports and to develop radical and realistic solutions to advance it and seek its programs to build a strong women's sports community.         The research aim is to determine the relation between governmental consumption expenditure (GCE) & GDP in Iraq for the period 1981-2006.

The research has determined the scale of optimization for (GCE) & try to know the extent productivity of this expenditure and using the long run &short run model to test .The results clarify the following

1-The marginal productivity for the (GCE) is positive so it is productive.
