We propose a new method for detecting the abnormality in cerebral tissues present within Magnetic Resonance Images (MRI). Present classifier is comprised of cerebral tissue extraction, image division into angular and distance span vectors, acquirement of four features for each portion and classification to ascertain the abnormality location. The threshold value and region of interest are discerned using operator input and Otsu algorithm. The cross section evaluation for (α,n) reaction was calculated according to the available International Atomic Energy Agency (IAEA) and other experimental published data . These cross section are the most recent data , while the well known international libraries like ENDF , JENDL , JEFF , etc. We considered an energy range from threshold to 25 M eV in interval (1 MeV). In this study the most stable isobar for some isobaric families (light and  intermediate ) nuclei with mass number (A) equals to (15-30) & (101- 115) have been determined. This determination of stable nuclide can help to determine the suitable nuclide, which can be used in different fields.

Most stable isobar can be determined by two means. First: plot mass parabolas (plotting the binding energy (B.E) as a function of the atomic number (Z)) for these isobaric families, in this method most stable isobars represent the lowest point in mass parabola (the nuclide with the highest value of binding energy).
