The aim of the research is to demonstrate the extent of the impact of resource consumption accounting technicality as an administrative technique that is compatible with the rapid developments and changes in the external environment, with the information it provides and scientific foundations in the allocation of indirect costs, and the identification and measurement of idle energy and its costs in a way that contributes to the rationalization of pricing decisions in economic units. According to the European Union Water Framework Directive requirements, diatom metrics were used to assess the ecological status of surface waters in the Gaziantep central catchment (Turkey). A total of 42 diatom taxa were identified. A few environmental factors (especially lead, copper, orthophosphate, and chromium) played significant roles on the distribution of diatom assemblages among the sampling stations. The first two axes of the canonical correspondence analysis elucidated 91.6 % of the species–environment correlations with 13.9 % of the cumulative variance of species.    The problem of poverty is one of the most important development challenges facing developing countries including Sudan for several decades. Although many efforts have been made to reduce poverty, however, its rates are increasing, and public policies adopted by the government in this regard remain elusive in achievinging its main objectives or making any significant progress.
