The design and implementation of an active router architecture that enables flexible network programmability based on so-called "user components" will be presents. This active router is designed to provide maximum flexibility for the development of future network functionality and services. The designed router concentrated mainly on the use of Windows Operating System, enhancing the Active Network Encapsulating Protocol (ANEP). Enhancing ANEP gains a service composition scheme which enables flexible programmability through integration of user components into the router's data path. A group of acceptance sampling to testing the products was designed when the life time of an item follows a log-logistics distribution. The minimum number of groups (k) required for a given group size and acceptance number is determined when various values of Consumer’s Risk and test termination time are specified. All the results about these sampling plan and probability of acceptance were explained with tables.

The research aim has achieved through preparing a prototype which consists of four stages; they are:
1. Correcting the educational program framework
2. Correcting the educational program plan
3. Correcting the implementing processes of the educational program
4. Correcting the educational program outputs.
It has been developed some recommendations and proposals.

The aim of the current research is to identify the level of administrative applications of expert systems in educational leadership departments in light of the systems approach.
