¬The Role of the European Union in Conflicts Resolution in the Eastern Neighborhood: Selected Models

The launch of the EU’s Eastern Partnership in 2009 intended to signal a new, elevated level of EU engagement with its Eastern neighborhood. Yet there remain several long-simmering and potentially destabilizing conflicts in the region, with which EU engagement thus far has been sporadic at best. The Union’s use of its Common Security and Defense Policy (CSDP) in the region and to help solve these disputes has been particularly ad hoc and inconsistent, wracked by inter-institutional incoherence and undermined by Member States’ inability to agree on a broad strategic vision for engagement with the area.

The three CSDP missions deployed to the region thus far have all suffered from this incoherence to various extents. In particular, all three were tasked with long-term mandates far beyond their real capabilities, largely for symbolic reasons. This reflects a perception, common in Brussels even after the Treaty of Lisbon, that the EU’s instruments are either ‘political’, like the CSDP, or ‘technocratic’, like the European Neighborhood Policy (ENP). Yet the CSDP’s role as political symbol has only made Member States reluctant to deploy it in such a politically-sensitive region, and this artificial and unrealistic distinction between the two types of policy instruments has hampered the EU’s ability to use its wide variety of tools in an effective, coherent and long-term way.

This paper argues that the creation of the European External Action Service (EEAS), as well as the relatively positive current climate of Eurasia relations, offer an unrivalled opportunity for the EU to reconsider its approach to using CSDP to help resolve the conflicts in its Eastern neighborhood. First, the EEAS must develop a set of concrete and politically realistic policy aims for each of the three major disputes in the region: in Transnistria, Nagorno-Karabakh and the two breakaway provinces of Georgia, South Ossetia and Abkhazia. The EEAS, together with the Directorate General for the ENP, should then plan together to use their various instruments in support of one another, rather than, as has too often been the case until now, merely brief one another on separate but parallel policies.

Detailed Surface Photometry of the Spiral Galaxies NGC 7339, NGC 7537, and NGC 7541

The results of analyzing BVRI CCD photometry of the spiral galaxies NGC 7339, NGC 7537, and NGC 7541 are presented using the observations acquired with the 1.88m Kottamia telescope (Egypt). The overall structure of the galaxies is analyzed together with isophotal contour maps. The surface brightness profiles of the galaxies are decomposed to bulge and disk components by fitting a de Vaucouleurs law for the bulge and an exponential law for the disk to obtain photometric parameters for each component. The corrected total and absolute magnitudes and integrated color are also obtained and found to be close to the published values. The radial profiles of ellipticity, major-axis position angle, and color are also obtained and discussed.

Studying the optical properties of ( Cr2O3:I ) thin films prepared by spray pyrolysis technique

Undoped and Iodine (I)–doped chrome oxide (Cr2O3)thin films have been prepared by chemical spray pyrolysis technique at substrate temperatures(773K) on glass substrate. Absorbance and transmittance spectra have been recorded as a function of wavelength in the range (340-800 nm) in order to study the optical properties such as reflectance, Energy gap of allowed direct transition, extinction coefficient refractive index, and dielectric constant in real and imagery parts all as a function of wavelength. It was found that all the investigated parameters affect by the doping ratios.

Some Estimation for the Parameters and Hazard Function of Kummer Beta Generalized Normal Distribution

in the bone socket after tooth extraction. The objective is to prevent possible clot dislodgement which is
a defect that may lead to possible infection. A number of rabbits were irradiated using 980nm CW mode
diode laser, 0.86W power output for 9s and 15s exposure time. The irradiated groups were studied
histopathologically in comparison with a control group. Results showed that laser photothermal
coagulation was of benefit in minimizing the possibility of the incidence of postoperative complications.
The formation of the clot reduces the possibility of bleeding and infection.

Using WO3/AlPO4 as a solid catalyst for the transesterification of waste edible oils

AlPO4 catalysts supported with WO3 were prepared by impregnating the catalysts with ammonium metatungstate. The catalysts were checked by X-ray Diffraction (XRD), AFM, and SEM; also, the catalysts analysis was done by X-Ray (EDX). Finally, the N2 adsorption-desorption was used to measure the pore volume and surface area of the catalyst. The prepared catalyst has a surface area of 185.83 m2/g, pore volume of 0.645 cm3/g at a calcination temperature of 500°C for 3 hrs, and particle size of AlPO4 with an average of 35.36 nm.
