Abstract Iraq has an important place in the regional and international balance, and the competition among countries has increased in rapprochement with Iraq, not only for its geography or its privileged location, but because it has many other components that make regional and international countries want to strengthen their relations with it (Regional and international powers). In addition to that, Iraq has become increasingly important for these international and regional powers after its victory over the terrorist organization (ISIS), which proved an important fact that Iraq represents the most important pillars in the international balance.

Iraq enjoys many factors and ingredients that made it “affect and be affected at the same time” by the American-Iranian conflict from the “strategic geographical position” adjacent to Iran as an important point and that Iraq has been part of this conflict since the last period which witnessed the outbreak of the first Gulf War  (1980-1988)  because of border problems and a dispute over Shatt al-Arab, and what followed after that, specifically from 2003 when the United States of America and its allies occupied Iraq’s lands and made a political change by the destruction of its security and military institutions. In a unique way, heritage libraries enrich Iraq's cultural landscape. Iraq has a large number of heritage libraries, which carry a large number of books of Arab-Islamic heritage. The Library of the Center for the Revival of Heritage is one of these .

Iraq is changing from the centralized system of governance to the decentralized system, which assumes devolution of more authorities to the local governments of Iraqi provinces and cities. This puts a responsibility on the academics to produce more research work on the best framework for this change, to ensure the best results. The main objective of this research is to suggest a policy for the decentralized transformation in domain of Urban and Regional Planning in Iraq. A suggested program for the transformation is involved in the paper as well, with analysis for the new relationships between different levels of planning authorities depending on democracy. In addition, a description for planning process flows from bottom to top.

لقد عرفت بلادنا ظاهرة ( اطفال الشوارع ) والتي تشمل عمالة الاطفال والمتشردين والمتسولين ، فتحولت من مشكلة على نطاق نسبي الى ظاهرة واسعة جداً تتضمن المخاطر المصاحبة لها ، إذ إنها ظاهرة منتشرة جداً في جميع المدن العراقية تصف في كثرة انتشارها في المناطق المليئة بالسكان .
