Despite the great economic and commercial importance given to real estate by virtue of its view of the landscape or public roads, US courts have differed in their position on compensation for damages resulting from blocking that view or vision by public projects. Some courts compensated for such damages, other courts approved such compensation. The research was limited to the teachers of the kindergartens in Baghdad ( Rusafa – Karkh ) in 2009 - 2010 . The sample included 160 teachers and 160 children. The researcher selected 10% from the kindergartens in each directorate on Rusafa and Karkh randomly. The researcher selected 10 teachers (guiders) intentionally from each selected kindergarten. Construction of photographed bullying scale of kindergarteners was the aim of this study. The study conducted to answer the raised question, could the bullying among kindergarteners be measured?. A total of (200) boy and girl were selected from city of Baghdad to be the sample of the study. The scale composed of (27) item with colored pictures. It takes about (15) minuets to answer the whole scale items. SPSS tools were used to process the collected data. The result showed that the bullying among kindergarteners could be measured.
