The traveling salesman problem (TSP) is a well-known and important combinatorial optimization problem. The goal is to find the shortest tour that visits each city in a given list exactly once and then returns to the starting city. In this paper we exploit the TSP to evaluate the minimum total cost (distance or time) for Iraqi cities. So two main methods are investigated to solve this problem; these methods are; Dynamic Programming (DP) and Branch and Bound Technique (BABT). For the BABT, more than one lower and upper bounds are be derived to gain the best one. The results of BABT are completely identical to DP, with less time for number of cities (n), 5 ≤ n ≤ 25. There is a theoretical controversy in the books of Usul al-Fiqh, in the past and the present, about whether the ruling should be attached to its reason (al-Hikmah), or its apparent and stable cause (al-Illah). Looking at the practical cases of the jurists, we found them sometimes attaching rulings to its reason, and sometimes to its cause, so there is a need to know the factors that affect their choices. By extrapolation, the researcher reached at nine factors that affect referring the ruling to its cause or to its reason in jurisprudential cases.

These Methods include two types of ordinary ridge regression (ORR1), (ORR2) according to the choice of ridge parameter as well as generalized ridge regression (GRR). These methods were applied on a dataset suffers from a high degree of multicollinearity, then according to the criterion of mean square error (MSE) and coefficient of determination (R2) it was found that (GRR) method performs better than the other two methods.
