In this method used four step of electric discharge by using four capacitors, three spark gaps, high tension power supply varying in range from 12kV to 24 kV and three resistors, this method called three stage blumlein circuit. Students studying at Balıkesir University Faculty of Sport Sciences participated in the research in the 2020-2021 academic year. A total of 385 students, 50.4% (n=194) male and 49.6% (n=191) female, participated in the research. In this paper we present an operational computer vision system for real-time motion detection and recording that can be used in surveillance system. The system captures a video of a scene and identifies the frames that contains motion and record them in such a way that only the frames that is important to us is recorded and a report is made in the form of a movie is made and can be displayed.
