Asthma is one of the most common chronic, non-communicable diseases affecting children worldwide. The estimated prevalence of pediatric asthma in Iraq is 15.8%. Physiologic, inflammatory and structural factors contribute to the development of asthma. Assessment and monitoring of asthma control can be done by a validated children asthma control test (CACT). Management of asthma must address three components which are an appropriate management plan, the most appropriate medication if necessary, and the use of safe and effective medication.    The current paper focuses on the studying the forms of (even-even) nuclei for the heavy elements with mass numbers in the range from (A=226 - 252) for  isotopes. This work will consist of studying deformation parameters  which is deduced from the "Reduced Electric Transition Probability" which is in its turn dependent on the first Excited State . The "Intrinsic Electric Quadrupole Moments" (non-spherical charge distribution)  were also calculated.  The present  paper agrees  with estimation of scale parameter θ of the Inverted Gamma (IG) Distribution when the shape parameter α is known (α=1), bypreliminarytestsinglestage shrinkage estimators using  suitable  shrinkage weight factor and region.  The expressions for the Bias, Mean Squared Error [MSE] for the proposed estimators are derived. Comparisons between the considered estimator with the usual estimator (MLE) and with the existing estimator  are performed .The results are presented in attached tables.
