Preparing teacher occupies the attention of many thinkers and philosophers since the age of
kaldinics ( people of mesoptam / 2342 pH ) to the Islamic age where moslems philosophers
focus their attention on thought and philosophy where the philosophy of that teaching
depends on : teacher , student and family begin .
So , the issue of preparing and training teacher occupies the attention of education scientists
depending on his vital and important role in implementing of teaching policies in philosophies
and Islamic educational thought , therefore , the preparing and development of the teacher
regards as one of the basics of teaching development because of its importance in
development of teaching performance and the industrial development is the key of acquiring
academic skills by the teacher by direct activities of the formal training programs or by self
teaching technique .
Teacher regards one of the most important agents of educational process because he has the
ability of achieving the teaching goals and development of the skills of students by arranging
the teaching process and using its teaching techniques and recognizing the students needs and their thinking ways and recognizing the aims of education in development of society where
teacher known as ( the one who teaches students ,the bridge connecting the school and society
, holder of message which make him special one in society where some people make him as a
prophet and the one who owns the wide educational abilities helping him in recognizing the
goals and the matters and the best using of the methods of teaching where we can call him as
an engineer of educational process and finally as decision maker .
The ability of coping with rapid new technology depends on the teacher who has the ability
of teaching the new methods and strategies of teaching and their application where he can
transfer this thought to his students by using the educational teaching methods, so, the
educational teaching is not as soft wares or interesting devices but a teacher owns the
specification which help him in applying the techniques in educational process.
The present paper aims at recognizing the importance of active teacher and his role in the
development of curriculums by using educational technology, the paper reaches at results and
recommendation.

The paper include studies the effect of solvent of dye doped in polymeric laser sample which manufactured in primo press way, which is used as an active (R6G) tunable dye lasers. The remarks show that, when the viscosity of the solvent (from Pure Water to Ethanol), for the same concentration and thickness of the performance polymeric sample is increased, the absorption spectrum is shifts towards the long wave length (red shift), & towards short wave length (blue shift) for fluorescence spectrum, also increased the quantum fluorescence yield. The paper include study the effect thickness of the polymeric sample which is manufactured by thermo press way. The sample was used as an active tunable R6G laser media. The remarks show that, when the thickness of the samples is increased, with the same concentration, the spectrum will shift towards the short wavelength, & the quantum fluorescence yield will increased. The best result we obtained for the quantum fluorescence yield is (0.68) at the sample, with thickness (0.304mm) in Ethanol solvent, while when we used the Pure Water as a solvent, we found that the best quantum fluorescence yield is (0.63) at (0.18mm) thickness of the sample.

The Iraqi government seeks to overcome the financial crisis by investing and privatizing some projects to achieve sustainable growth. Most of the investment projects in Iraq suffer from many constraints that greatly impact the success of these projects. A survey of the opinions of a group of experts was conducted to identify the most important constraints facing the investment process in Iraq.
