The current study aims to investigate the effect of the interaction between the use of the improve strategy in teaching mathematics and the level of academic achievement on the acquisition of algebraic concepts and habits of mind among tenth-grade students in Oman. In this research, the covariance estimates were used to estimate the population mean in the stratified random sampling and combined regression estimates. were compared by employing the robust variance-covariance matrices estimates with combined regression estimates by employing the traditional variance-covariance matrices estimates when estimating the regression parameter, through the two efficiency criteria (RE) and mean squared error (MSE). The research aim has achieved through preparing a prototype which consists of four stages; they are:
1. Correcting the educational program framework
2. Correcting the educational program plan
3. Correcting the implementing processes of the educational program
4. Correcting the educational program outputs.
