The phenomenon of spatial variation in the economic, social and urban development levels is considered prevalent in most of the economic and social systems,this relates to the concentration of most of those activities in certain regions and because of their rarity in other regions , that led to the emergence of the problem of the sharp contrast between the most developed areas and least developed areas within the same region or within the regions of the same country,
Reduction of this variables , in addition to the development of areas through following up and relying on an effective regional development enabling to reduce unemployment as well as to stop the migration of the unplanned for population,
And the ideal use of available materials and the potential one in these areas, with the establishment of effective economic activities, especially , the establishing various industries ,in addition to the development of infrastructure , which reflects and represents the the important aspects in spatial ability and efficiency in attracting the economic and social activities.
Furthermore , the study area has a certain specificity represented as an agricultural area and this gave an exceptionally interesting when implementing any planning process.

The genetic toxicity of aqueous and alcoholic extracts of seeds of Peganum harmala L. was evaluated on the onion roots ,using concentrations 10,25,50,100 and 200 % w/v of extracts and periods of exposure 24,48 and 74 hours. The results indicated that the Peganum harmala significantly decreased root growth rate of onion root at all concentrations and treatment periods in comparison to the control , the growth of the root decreased when increasing the extract concentration.The EC50value of aqueous extracts was 50% and for alcohol extract was 25% ,thus the alcohol extract was most effective in the growth rate of the roots from the aqueous extract. In this study, we made a comparison between LASSO & SCAD methods, which are two special methods for dealing with models in partial quantile regression. (Nadaraya & Watson Kernel) was used to estimate the non-parametric part ;in addition, the rule of thumb method was used to estimate the smoothing bandwidth (h). Penalty methods proved to be efficient in estimating the regression coefficients, but the SCAD method according to the mean squared error criterion (MSE) was the best after estimating the missing data using the mean imputation method
