     The goal of the research is to develop a sustainable rating system for roadway projects in Iraq for all of the life cycle stages of the projects which are (planning, design, construction and operation and maintenance). This paper investigates the criteria and its weightings of the suggested roadway rating system depending on sustainable planning activities. The methodology started in suggesting a group of sustainable criteria for planning stage and then suggesting weights from (1-5) points for each one of it. The topics that I wrote about Anbar took care with one side, because most of what was mentioned specializes with the special geographical nature of the region and its elements, neglected many social, urban and religious aspects, for a fundamental reason that the researcher sees, which is that Anbar did not occupy a metropolis.The Abbasid Caliphate was for a very limited period of time and did not have a great historical dimension. This is what the researcher believed, because Anbar did not have a sufficient period of time to be the capital of the Caliphate for a long time, and the accompanying construction, and its situation is similar to cities and villages that were built according to the desire of their owners.

 

This work implements the face recognition system based on two stages, the first stage is feature extraction stage and the second stage is the classification stage. The feature extraction stage consists of Self-Organizing Maps (SOM) in a hierarchical format in conjunction with Gabor Filters and local image sampling. Different types of SOM’s were used and a comparison between the results from these SOM’s was given.

The next stage is the classification stage, and consists of self-organizing map neural network; the goal of this stage is to find the similar image to the input image. The proposal method algorithm implemented by using C++ packages, this work is successful classifier for a face database consist of 20
